One of this book's strong points is the emphasis that fivefold ministers are expressions of part of Christ's personality and ministry on earth. It is emphasized that the apostle must lay the foundation--the doctrine of Christ. He must continually point toward Jesus.

A controversial theme in this book is the theory embracing the 'equality of elders', a concept not held by many apostolic writers. The Bible appears to speak of senior elders having authority over junior elders.
